Q: I am not getting a variable voltage output? I'm trying to use it to vary the speed of a small 12v dc motor.

The voltage wont change anyway...the power is simply pulsed to the motor at a variable frequency through the 10k pot (control dial), which causes the variable speed. It will always show 12v out on a multimeter.

Q: Can i set with this controller the motor cw or ccw turn direction?

Yes. Polarity switch comes with this speed control box

Q: Has anyone tried pulling 40A at 60V out of this? Can it handle it?

I tried, but once I put 36v at 50A it blew a cap... I've ordered 3 if them and they can't handle the max advertising levels.

Q: Will this work to control speed and direction of a nema 23 stepper motor if i install it between the driver and the motor?

A stepper motor requires a completely different kind of controller, this controller is for a DC motor.
